Annual traditional folk song and dance festivals, sports events, international symposiums of ceramic artists, vocal, jazz music and theatre festivals, folk art exhibitions, festivities of country choirs and the disabled take place at Panevėžys County .

Public library founded in 1922 and named after a famous Lithuanian writer Gabrielė Petkevičaitė-Bitė is the largest one in the region. Juozas Miltinis Cultural Heritage Centre, Gallery “The 2 nd Floor” and Euro Info Centre are active at the library.

The biggest museums of the County are Panevėžys Etnography Museum , founded in 1925, Rokiškis Land Museum and Biržai Land Museum „Sėla“.

Panevėžys City has 6 galleries. Annual International Symposiums of the Ceramic Artists are held at the Art Gallery . The unique and the biggest collection of ceramic pieces of art in the Baltics, 1200 publications and videos about the world ceramics are accumulated at the Gallery depository. One can enjoy the sounds of chamber music concerts or take part at a conference or seminar there.

Panevėžys City is known for its 6 theatres. Juozas Miltinis' Drama Theatre, named after the legendary stage manager and its founder, glorifies the name of the City all over the world. The actors' troupe of Puppet Wagon Theatre tours the remotest Lithuanian towns and villages every summer travelling by a horse dragged wagon. Musical Theatre combines and cherishes the art of theatre and music.

The name of Panevėžys City is linked with the fostering of sports traditions and leading a healthy life. The region has stadiums, sports fields, swimming pools and various types of sports halls.

Effective system of sports reserve and achievement of high sports skills has been elaborated in the region. It encompasses the selection of athletes, primary training and the perfection of their mastery. Highly skilled professional coaches and teachers train the athletes. Amateur sportsmen are trained at 180 sports clubs, 5 physical training centres and 9 sports schools.
